Community Council Meeting Minutes
April 14, 2016

 

I. In attendance: Nicole McGarry, Amy Rich, Jennifer Hansen, Seth Robinson, Alicia Robinson, Jessica Volpe, Melanie Wilhelmsen, Justin Willie, Rick Proffer, Johnathon England

 

II. Nicole McGarry informed the council that she had talked to Paula Plant regarding how to add future council members. Nicole was told that we could not add any council members at this time. Rick Proffer will find out when more council members may be added.

 

III. Rick Proffer and Nicole McGarry informed the council that a law recently passed Utah legislation that will allow schools to receive more land trust money each year. However, there will need to be a change in the Utah Constitution and that will probably be on the ballot this November. The changes will not result in an increase in taxes, rather it is a change in the allocation of invested funds and dividends. Burch Creek Community Council may want to form a sub-committee in the future to educate parents about that possible amendment to the Utah Constitution.

 

IV. Seth Robinson was nominated to be Vice Chair by Nicole McGarry. Melanie Wilhelmsen seconded the nomination and the vote was unanimous. Melanie Wilhelmsen was nominated to be Secretary by Amy Rich. Nicole McGarry seconded the nomination and the vote was unanimous.

 

V. The council reviewed Rick Proffer’s proposed Burch Creek School Land Trust Plan for 2016-2017. Recommendations were made and the plan was slightly altered. The trust land money will be used for aide salaries and benefits, technology, and the formation of a Watch D.O.G.S. (Dads of Great Students) program. Mr. Proffer will finalize the plan and the council members will need to verify it’s accuracy before it is submitted.

 

VI. Melanie Wilhelmsen volunteered to head the sub-committee that will oversee the implementation of the Watch D.O.G.S. (Dads of Great Students) program. She will have information available in time for Burch Creek Elementary School’s back to school night.

 

VII. Rick Proffer educated the council members about SAGE testing and how it is used as goal for our land trust plan. The council determined that the goal will be “Students score 50% on end of year ELA SAGE or have growth of 40 points or higher from the beginning to the end of the year.” This is an optimistically high goal.

 

VIII. The 2016-2017 Community Council meeting dates will be held at 5:30 p.m. in the Community Room of Burch Creek Elementary School on:
i. September 8, 2016
ii. November 10, 2016
iii. January 12, 2017
iv. March 9, 2017

 

IX. Melanie Wilhelmsen motioned that the meeting be adjourned. Nicole McGarry seconded the motion. All were in favor and the meeting was adjourned.

I. In attendance: Marie Hunter, Tyson Hunter, Nicole McGarry, Justin Willie, Jessica Willie, Charity Wardleigh, Jennifer Hansen, Rick Proffer, Jessica Volpe, Sarah Harris, Seth Robinson, Amy Rich.

 

II. The election for the 2016-2017 Burch Creek Elementary Community Council took place in each school. Mr. Proffer and Mr. Willie decided that four parent or guardian members should be elected and two school council members should be appointed. The members of the Burch Creek Community Council will be seated as follows: Amy Rich, Seth Robinson, Melanie Wilhelmsen, and Nicole McGarry as the parent council members. Rick Proffer and Jessica Volpe were appointed as the school council members. A vote took place for a President of the new council. Amy Rich nominated Nicole McGarry for the position. Mr. Proffer seconded the nomination all were in favor. The council will vote on a vice-chair and secretary positions in the future, and the council will re-visit the bi-laws in full for future council members to be voted in if needed.

 

III. Now that the new community council is seated further planning will be able to take place for the 2016-2017 Trust Land Plan. As of now the monies will be pro-rated with a carry over from Club Heights that was not used this year. All monies will follow students as they transfer to different schools. As of now there will be no boundary exceptions for Burch Creek Elementary. The council will vote in their next meeting as to where the Trust Land money will be best used for the new school. The council is going to review the DIBEL and SAGE testing from each school to adequately appropriate the money.

 

IV. Reviewing of the budget for the 2016-2017 school year will be based on the number of students when they have been solidified with the exact number of students and solid money numbers. Mr. Proffer will gather as much information as possible through Sage, Dibels and Paula Plant to make a solid budget for the year.

 

V. Jennifer Hansen (MarLon Hills PTA President) and Amy Rich (Club Heights PTA President) are working to unify the students at both schools. The PTAs will be purchasing Burch Creek Elementary School bracelets to distribute to each child. The wristbands will be teal and they will have the mottos of each school on them, with a new motto to combine the schools together. There will be a joint school activity on May 17th at 40th Street Park from 5pm to 7pm. Rides will be free to all who come and tickets will be sold for food and games. Club Heights is having an open house on April 20th at their school from 6 pm to 8 pm with a 50’s theme. Mar Lon Hills is having an open house on May 11th from 5:30 pm to 7:30 pm. Every one is encouraged to attend both school open houses and the Joint Activity to build unity and community between the two schools.

 

VI. The next community council meeting will be held April 14, 2016 at 5:30 p.m. in the Mar Lon Hills Elementary School Library. The council will plan on walking through the new school and setting a budget for Burch Creek Elementary 2016-2017 school year.

I.  In attendance: Marie Hunter, Tyson Hunter, Melanie Wilhelmsen, Nanette Butt, Nicole McGarry, Justin Willie, Charity Wardleigh, Jennifer Hansen, Rick Proffer, Jonathan England, Jessica Volpe, Sarah Harris, Jason Balls, Andi Campbell, Seth Robinson, Amy Rich, Polly Duran, Jennifer Johnson, and Cami Alexander

 

II. Rick Proffer updated the council on information from Paula Plant about the requirements for the new school, Burch Creek Elementary. Mr. Proffer has submitted an estimate for the number of students that will be attending Burch Creek Elementary School for the 2016-2017 school. The target enrollment number is 625-650 students. A budget for Burch Creek elementary school will be given based on that number of students. However, in fall 2016 there will be an adjustment of funds based on actual enrollment numbers at the school.

 

III.  The election for the 2016-2017 Burch Creek Elementary Community Council needs to take place this spring. The council needs to be seated before any trust land funds will be given to the school. Rick Proffer and Justin Willie will determine when this election should be held, based on restrictions and guidelines for all community councils.

 

IV.  Cami Alexander, the Weber School District Director of Elementary Education, talked to the community council members. She reassured us that the school district hopes to make the transition to one school be a smooth as possible for teachers, staff, and students. There will not be a job opening at Burch Creek Elementary for every teacher and staff member who is currently working at either school. However, any employee that becomes displaced that wishes to remain employed, will be offered an opportunity to transfer to another position within the District.  

 

V.  The Burch Creek Community Council will be able to write and submit a 2016-2017 Trust Land Plan once they are elected in the spring of 2016. Rick Proffer suggested that the council look at data from interim SAGE testing and find out the needs of the combined student population before deciding how to allocate and budget the funds.

 

VI.  Jennifer Hansen (MarLon Hills PTA President) and Amy Rich (Club Heights PTA President) are working to unify the students at both schools. The PTAs will be purchasing Burch Creek Elementary School bracelets to distribute to each child. One parent reminded the council to make sure to be aware of the students who will not be attending Burch Creek due to boundary changes so those students get a comparable gift.

 

VII.  Burch Creek Elementary School’s mascot is the Barracuda. However, school colors have not yet been determined. Marie Hunter and Nicole McGarry from MarLon Hills and Amy Rich and Andi Campbell from Club Heights are going to work with each other and their own respective student bodies to come up with school colors. Cami Alexander informed the community council that once colors were decided, they could be included in some of the interior tile work at the school.

 

VIII.  Marie Hunter told the community council about a program called “Guard DOGS (Dads of Good Students) and suggested the program be implemented at Burch Creek Elementary School. Cami Alexander informed the council that Guard DOGS is being successfully used at Valley View Elementary School. Mr. Proffer and Mr. Willie will meet with the principal at Valley View to find out more about the program.

 

IX.  The community council members were invited and encouraged to attend the joint MarLon/Club Heights PTA meeting that will be held on February 2, 2016 at 3:45 p.m.

 

X.  Jason Balls from Club Heights had a few personal concerns he wanted to bring up at the meeting, however Mr. Proffer instructed him to contact the Club Heights Community Council Chair and ask to have the items be put on the next meeting agenda. Marie Hunter, the MarLon Hills Community Council Chair who was conducting the current meeting, was given a printed document describing the concerns.

 

XI.  The next joint community council meeting will be held March 17, 2016 at 5:30 p.m. in the Club Heights Library.

November 19, 2015

  1. In attendance: Marie Hunter -Melanie Wilhelmsen -Jennifer Hansen- Nicole McGerry- Justin Willie- Charity Wardleigh- Mr. Proffer

  1. Quinn Henderson from Weber School District gave a presentation regarding Safe Technology and Digital Citizenship. This is something that Weber School District takes seriously. Many filters and policies are in place to ensure that students will be safe while accessing the internet on school devices. Weber School District uses a program called Common Sense Media which has age-appropriate presentations about all aspects of Internet Safety and Digital Citizenship.   School Community Councils are now assigned to make sure that students in their individual schools are receiving safe technology training. See the addendum entitled “Safe Technology and Digital Citizenship” to learn more about Mr. Henderson’s presentation.

  1. Mr. Willie reviewed the Dibels and Sage Testing results from last year. Mr. Willie reported that all aide is spent directly with the children.

  1. The community councils at MarLon Hills and Club Heights Elementary Schools would like to meet together in early January to discuss plans for next year at Burch Creek Elementary School. Nick Mills is the community council president at Club Heights Elementary School. Mr. Willie and Mr. Proffer, the current principal of Club Heights Elementary School, will look into finding out approximately how much money the new school will be allotted through the Trustland for the 2016-2017 school year. Mr. Proffer also talked to the MarLon Community Council about the current issues being faced at Club Heights. He is implementing a program called “Guys Read” to help encourage the boys at his school to read.
